WHEREAS, it is the policy of the State to ensure the reliability, quality and security of supply of electric power;
WHEREAS, Republic Act No. 9136 or the "Electric Power Industry Reform Act of 2001" (EPIRA) mandates the Department of Energy (DOE) mandated to provide a mechanism for the integration, rationalization, and coordination of the various activities to carry out the energy policy of the State;
