WHEREAS, Sections 3(a) of the Republic Act No. 9316 or the "Electric Power Industry Reform Act of 2001" (EPIRA) states that it is the policy of the State to ensure and accelerate the total electrification of the country while Section 23 of the EPIRA requires all DUs to provide universal service within their franchise areas, over a reasonable time, including inviable areas, as part of their social obligations;
