TAGUIG CITY - Department of Energy (DOE) Secretary Alfonso G. Cusi convened the Task Force Energy on Resiliency (TFER) this morning (8 September) with the energy family for the immediate restoration of energy services in the areas devastated by STS Jolina.

Among the affected areas include several municipalities in Batangas, Masbate, Romblon, Samar and Leyte.

The Energy Secretary has expressed his appreciation to the energy family, especially the people on the ground, for their committed efforts in helping the affected areas.

A. Power Generation Plants

• All power generation plants in the affected areas are under NORMAL OPERATION. San Lorenzo Module 50 & 60, Avion Unit 1 and San Gabriel Units with a total generation load of 734MW were isolated from the grid due to the tripping of New Makban Substation - Batangas 230 kV Line 1 (Outside-Management-Control Outage)

• As of 1:00 PM today, 8 September 2021,there is sufficient level of supply and reserves.

B. NPC Dam Status

• As of 10:34 AM today (8 September), all NPC dams are NORMAL (no spilling operation) except for the following dams with on-going spilling operation:
- Ambuklao 
- Binga
- Agus 2, 5, 6 and 7

C. NPC Small Power Utility Group (SPUG)

• As of 2:00 PM on 8 September 2021, Diesel Power Plants (DPPs) in Romblon, Marinduque, Isabela, Catanduanes, Northern and Western Samar are partially restored. DPPs in Apayao, Batangas, Albay, Masbate, Antique, Iloilo, Biliran, Southern Leyte, and Surigao del Norte are operational but on standby due to the ongoing inspection and clearing of distribution lines.

D. Transmission Lines

• As of 1:00pm on 8 September 2021, there are four (4) Transmission Lines that are unavailable in Samar and Laguna affecting ESAMELCO, SAMELCO I and BATELEC II. There is also one (1) 230kV line in Batangas which remains unavailable.

E. Distribution Utilities/Electric Cooperatives

National Electrification Administration (NEA)

• Based on NEA’s Power Monitoring Report as of 1200H on 8 September 2021, the ECs with power interruption and with ongoing restoration in affected municipalities are as follows:

-BATELEC II: 11 municipalities
- MARELCO: 6 municipalities
- TIELCO: no update number of municipalities
- MASELCO: 12 municipalities
- TISELCO: 4 municipalities
- BILECO: no update number of municipalities
- SAMELCO I: no update number of municipalities
- SAMELCO II: 4 municipalities
- ESAMELCO: 9 municipalities
- LEYECO III: no update number of municipalities
- LEYECO V: 3 municipalities

• NEA reported a total of 482,303 out of 1,062,844 or 45.38% household connections that have been restored as of 1200H today, (8 September). Furthermore, no damaged report has been submitted yet by these ECs.

• Additional to NEA’s report MASELCO’s forecasted date of restoration completion is until September 30, 2021, while SAMELCO reported a forecasted date of restoration completion until September 10, 2021.

• ALECO, CEBECO II, DORELCO, LEYECO II, LEYECO IV, and SOLECO experienced power interruptions but are back to NORMAL OPERATIONS.

*Manila Electric Company (Meralco)*

As per MERALCO, there were 21 circuits affected due to Automatic Load Dropping (ALD) that occurred at around 1056H today, (8 September), caused by the tripping of New Makban S/S-Batangas 230kV Line 1 isolating San Gabriel Plant, San Lorenzo Modules 50 and 60 and Avion 1 with a total load of 734MW. This resulted in momentary power interruption in the portions of NCR, Laguna, Quezon, Cavite and Batangas. All circuits were restored as of 1110H.

F. Oil Supply

STATUS OF INVENTORY

• As of 30 August 2021, the industry has enough inventory equivalent to 30.4 days of finished petroleum products (excluding 6.1 days of crude oil) to cover the country's requirements per monitoring of submitted reports of the oil companies. No reported oil supply shortage was received as of to date.

STATUS OF DOI FACILITIES

• All bulk facilities (refinery, depots and terminals) are operational.

• Two (2) retail outlets in Masbate, eight (8) in Batangas and two (2) in Quezon Province are closed for safety protocol and due to power outage or flooding.
