TASK FORCE ON ENERGY RESILIENCY SUPER TYPHOON ROLLY UPDATE NO. 2

Department of Energy (DOE) Secretary Alfonso G. Cusi assured the public that the energy family is mobilizing its resources to bring electricity back in the affected areas.

“The energy family is on top of the situation and we will continue to monitor developments in the affected areas and to keep the public updated,” Secretary Cusi said.

Initial actions taken by the DOE together with the National Grid Corporation of the Philippines (NGCP) and the National Electrification Administration (NEA):

1. The DOE met with the NGCP to discuss and assess the initial damage caused by the Super Typhoon in the affected areas. For the immediate restoration of power, the strategies below were agreed upon:

A. The DOE will arrange a meeting between the NGCP and the power generation companies in Regions III (Central Luzon), IV-A (CALABARZON) and the National Capital Region (NCR) to ensure the reliability of the grid at the soonest possible time.

B. Once the weather permits, the NGCP personnel on the ground will immediately conduct a more detailed assessment.

The mission is to connect the Tayabas-Naga Lines to serve the customers of Casureco I, Casureco II, Casureco III, and Casureco IV; the Gumaca-Labo Lines to serve the customers of Canoreco, as well as the areas served by Aleco (APEC), Soreco I, and Soreco III.

2. The NGCP reported that as of 1:26 PM, the entire Region V (Bicol) has no electricity. Further, Naga City has been totally isolated since 10:24 AM due to the transmission system affected by Super Typhoon Rolly.

3. The NEA assured Secretary Cusi and the Energy family that it is ready to mobilize its Task Force Kapatid. The electric cooperatives in Regions I (Ilocos), II (Cagayan Valley), III (Central Luzon) and VIII (Eastern Visayas) are ready to deploy and assist the Southern Luzon area, which has been gravely affected by the Super Typhoon Rolly.

As Super Typhoon Rolly (international name "Goni") barrels through the country, the energy family remains on full alert and united in ensuring the security of supply and all energy personnel and facilities.

The Department of Energy (DOE)-led Task Force on Energy Resiliency (TFER) is closely coordinating with the National Disaster Risk Reduction Management Operations Center and all energy industry members for timely updates on the weather situation, as well as the status of energy facilities and systems, including emerging problems that may impact the supply of energy in affected areas.

I. POWER SECTOR

A. GENERATION

  • No established communication yet in plants in Catanduanes and Camarines Norte and Camarines Sur as of reporting.
  • Plants in Albay, Romblon, and Masbate Area are on standby or partially energized except for San Pascual DPP, Malaking-Ilog DPP, Gilotongan DPP, PB 114 and Banton DPP.
  • Plants in Marinduque and Quezon Areas are on standby or partially energized except for Boac DPP, PB 120, and Jomalig DPP.

NPC DAM STATUS

The National Power Corporation (NPC) is continuously conducting intensive basin monitoring and analysis, and disseminating pertinent dam discharge warning information to the public and all concerned agencies.

• Ambuklao (Bokod, Benguet) : spilling operation on-going, dam discharge will not cause flooding in the flood warning zone. Bokod Municipality is along the target area of the Dam/Flood Warning Zone.

• Binga (Itogon, Benguet) : spilling operation on-going, dam discharge will not cause flooding in the flood warning zone. Itogon Municipality is along the target area of the Dam/Flood Warning Zone.

• San Roque (San Manuel, Pangasinan) : no spilling operation.

• Angat (Norzagaray, Bulacan) : normal, no spilling operation.

• Caliraya (Lumban, Laguna) : normal, no spilling operation.

• Agus 4 (Lanao del Norte) : spilling operation on-going; dam discharge will not cause flooding in the flood warning zone.

• Lake Lanao (Lanao del Sur) : normal, no spilling operation.

• Pulangi 4 (Maramag, Bukidnon) : spilling operation on-going; dam discharge will not cause flooding in the flood warning zone.

B. TRANSMISSION

The National Transmission Corporation (TransCo) is closely monitoring the status of the grid, and is prepared to conduct a physical inspection of any damage to TransCo facilities.

Meanwhile, the National Grid Corporation of the Philippines (NGCP) has implemented all necessary preparations and precautions to minimize the impact on transmission operations and facilities, as well as the reliability of communications equipment; availability of hardware materials and supplies necessary for the repair of damages to facilities; and the positioning of line crews in strategic areas, to facilitate immediate restoration work.

C. DISTRIBUTION

  • The National Electrification Administration (NEA) and concerned electric cooperatives (ECs) are closely monitoring the weather system condition through PAGASA, and are closely coordinating on actions to be undertaken for all incidents.
  • The Task Force Kapatid of the ECs are ready to go/on standby and are just awaiting clearance for deployment.

II. OIL SECTOR

Affected Regions: I, II, III, IV-A, IV-B, V, VI, VIII, NCR and CARAGA

There is a sufficient supply of petroleum products based on the Minimum Inventory Requirement (MIR) in the affected regions. This is equivalent to a total of 22 days worth of supplies.

STATE OF CALAMITY

A State of Calamity (SOC) has been declared in the entire province of Cavite. Thus, a price freeze for household liquefied petroleum gas (LPG) and kerosene products is now in effect and will remain valid for 15 days upon the announcement of the SOC.

 

The DOE family will periodically update this Situation Report as we receive developments on the matter.

 

Rest assured that we are continuously monitoring the situation and we are working together with other energy stakeholders to see to it that our energy facilities remain operational as much as possible.

 

In the meantime, we urge the public to report any downed utility lines to the proper authorities in their areas. Let us remain vigilant to ensure the safety of our loved ones.
