PUBLIC- PRIVATE PARTNERSHIP: Energy Secretary Alfonso G. Cusi leads the formal launch of the Memorandum of Agreement between the DBDOYC, Inc. (ANGKAS) today (27 July) in a virtual signing ceremony.
The DOE-Angkas collaboration on real-time fuel price monitoring will help establish the importance of the reporting of domestic fuel prices to further empower consumers. It will likewise assist in policy formulation and the implementation of retail market sector plans and programs.
TAGUIG CITY - The Department of Energy (DOE) today entered into a Memorandum of Agreement (MOA) with DBDOYC, Inc. (ANGKAS) for their collaborative program on real-time pump price monitoring at National Capital Region (NCR) gasoline stations, which will run from 2 August to 15 November 2021.
This pump price monitoring system was initiated by the DOE as part of efforts to assist motorists identify gasoline stations offering the best prices and services.
For the latter, Angkas riders will also be assessing the condition of gasoline station facilities, including, among others, their ability to maintain clean forecourts and restrooms, operational air and water facilities, and service-oriented pump attendants.
A pilot test was conducted last month, with Angkas monitoring fuel prices in 65 liquid fuel retail outlets (LFROs) located in the cities of Makati and Taguig. Using the DOE-developed mobile platform, Angkas riders were able to successfully report prices and assess the participating LFRO’s services and facilities.
Secretary Alfonso G. Cusi signed the MOA at the DOE headquarters in Bonifacio Global City, while Angkas Co-Founder, Mr. George Royeca, signed in Pasig City. The agreement is pursuant to the mandate of the DOE to ensure a responsive retail market under a regime of fair prices and quality service to the public.
“The DOE is privileged to partner with Angkas in working towards a common goal of safeguarding the consuming public while providing fair competition under existing government rules and regulations”, Secretary Cusi stated in his message during the virtual ceremony.
Also present to witness the virtual event were DOE officials Undersecretary Donato D. Marcos, Undersecretary Alexander Lopez, Director Rino E. Abad and Assistant Director Rodela I. Romero, as well as representatives from several oil industry players, including Chevron, Petro Gazz, Petron Corporation, Phoenix Petroleum Philippines Inc., Pilipinas Shell Petroleum Corporation, PTT Philippines Corporation, Seaoil Philippines Inc., TWA Inc./Flying V, and Unioil Petroleum Philippines Inc.
