Entire Energy Family on Deck for Typhoon Ulysses Response and Restoration Efforts

TAGUIG CITY - Energy Secretary Alfonso G. Cusi today assured the public that the entire energy family has been working diligently to immediately restore energy services in the areas in Central and Southern Luzon that have been battered by Typhoon Ulysses. 

According to Secretary Cusi, the Department of Energy (DOE)-led Task Force on Energy Resiliency also met yesterday afternoon (11 November) to harmonize the energy industry's disaster preparedness and response protocols before Typhoon Ulysses made landfall. Local government units that may be affected by the Typhoon have likewise been informed. 

"TFER is working round-the-clock to coordinate the efforts of all our industry players, who remain on their toes and at the ready. We commend the exemplary response of our power generation, transmission, and distribution sectors, as well as our oil players. Maraming salamat po sa inyong pagpupursige sa kabila ng hagupit ni Ulysses," the Energy chief said. 

In its 8:00AM Severe Weather Bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) indicated that despite the weakening of the Typhoon, hazards including, among others, strong winds, heavy rainfall, and flooding are still to be expected.  

The Energy Secretary also reminded the National Power Corporation (NPC) to prioritize the safety of people should there be a need to undertake dam spillage operations. He also directed the Task Force to look into the mobilization of emergency generation sets to provide power in vital infrastructures located in areas affected by Typhoon Ulysses.

A. Generation Companies (GenCos) on preventive shutdown or affected by the typhoon

• Total affected GenCos: 4,231.8  MW from 13 generating facilities in the Luzon grid

• Restored: 306.9 MW (San Lorenzo Unit 60 and Makban Units 4 and 11)

• On Shutdown: 3,803.8 MW

• Still Out and ongoing restoration: 121.1 MW

B. NPC DAM STATUS

Angat Dam will commence spilling operation at 1300H today, with an initial gate opening of 0.5m equivalent to 60cms.

The NGCP is currently assessing the extent of the typhoon's impact for the resumption of electricity services. Restoration works have commenced, but are significantly slowed down due to the strong winds, heavy rains, and flooding. 

D. Market (WESM) Operation/ Intervention

ERC declared Market Suspension in Luzon starting 1000H on Nov 12, 2020. Prior to that, Luzon was under Market Intervention starting 0038H up to 0900H due to un-implementable Real Time Dispatch (RTD) brought about by Typhoon Ulysses.

E.  Affected Distribution Utilities/Electric Cooperatives

• On-going assessement by the National Electrification Administration. Initial reports indicate that the following provinces have no/partial power: Nueva Ecija, Tarlac, and Pampanga. 

• MERALCO
As of 9:00AM, 2.79 million (42%) customers are without power.
