TAGUIG CITY - In light of the flooding from consistent rains and the recent magnitude 6.7 earthquake with epicenter in Batangas at 4:49 this morning (24 July), Energy Secretary Alfonso G. Cusi immediately directed members of the energy family to conduct an assessment of the impact on energy facilities, with a formal report to be submitted to the Department of Energy (DOE) at the soonest possible time.

 

On the other hand, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued series of rainfall advisories and advised everyone to take precautionary measures against possible impacts particularly landslides and flashfloods.

 

 

 

•All power generation plants in Batangas reported no damages and are under NORMAL OPERATION.

•As per National Grid Corporation of the Philippines (NGCP) grid update in Luzon, system condition is NORMAL as of 6:00 AM today, 24 July 2021:

 

-Available Capacity: 11,185 MW 

-Peak Demand: 8,264 MW

-Regulating Reserve: 325 MW

-Net Operational Margin: AM = 2,596 MW; PM = 2,676; EVE = 2,070

 

•As per National Power Corporation (NPC) report, the Ilijan Gas Receiving Facility (INGRF) is in NORMAL OPERATION. NPC’s maintenance group is now conducting inspection and assessment of the 14.7 km pipeline to ensure its integrity.

 

NPC Small Power Utility Group (NPC-SPUG) 

•NPC-SPUG Mindoro/Romblon plants and transmission lines/substations facilities are in NORMAL OPERATION with no damages incurred brought by the recent earthquake in Batangas.

 

•The earthquake recorded at 6.7 magnitude with its epicenter 16km southwest of Batangas. The critical radius for such earthquake magnitude is 80 km based on the International Commission on Large Dams (ICOLD). The nearest NPC dams area the Caliraya Dam and Angat Dam which are 122 km and 146 km away, respectively. Both are outside the critical radius. 

 

As of 11:13 AM today (24 July 2021), all NPC dams are NORMAL and no spilling operation being conducted.   

 

 

•Power transmission services of the National Grid Corporation of the Philippines (NGCP) remain NORMAL despite the 6.7 magnitude earthquake which occurred 16 kms Southwest of Calatagan, Batangas, 4:49 AM, 24 July 2021.

 

•The Luzon Grid remains intact as there are no reports of power interruption and damaged transmission facilities in Batangas and nearby areas where the earthquake was felt.

 

 

National Electrification Administration (NEA) 

 

•Based on NEA’s Power Monitoring Report as of 1100H today, 43 July 2021, Occidental Mindoro Electric Cooperative, Inc. (OMECO) and Lubang Electric Cooperative, Inc. (LUBELCO) experienced power interruption due to the earthquake. Power services were restored immediately.   

 

•On the other hand, Batangas I Electric Cooperative, Inc. (BATELEC I) reported NO tripping caused by the earthquake and currently under NORMAL OPERATION. 

 

 

•As of 9:15 AM report, power services in Meralco franchise area are under NORMAL OPERATION except for the following areas which experienced momentary circuit trippings caused by the earthquake: 

-Binondo and Sta. Cruz in Manila

-Trece Martirez in Cavite

 

 

There is no reported damage to DOI facilities and no disruption of oil supply. All oil facilities are OPERATIONAL.

 

•As of 19 July 2021, the industry has enough inventory equivalent to 26.2 days of finished petroleum products (excluding 7.8 days of crude oil) to cover the country's requirements per monitoring of submitted reports of the oil companies. No reported oil supply shortage was received as of to date.

 

 

 

•All power generation plants in the affected areas are under NORMAL OPERATION.

•As per National Grid Corporation of the Philippines (NGCP) grid update in Luzon, system condition is NORMAL as of 6:00 AM today, 24 July 2021:

•As of 11:13 AM today (24 July 2021), all NPC dams are NORMAL and no spilling operation being conducted.  

 

•NPC took over the reservoir operation of Binga and Ambuklao dam in accordance with the existing protocols due to heavy rainfall in the area and consequently increasing water inflow in the reservoirs. All the spillway gates are still closed but Binga spillway Gate No. 3 will be opened at 1:30 PM. The gate opening will be at 0.5 meters that corresponds to a water discharge of 0.65 cms.

 

B. TRANSMISSION

•All transmission lines are under NORMAL OPERATION. 

 

 

 

•Based on NEA’s Power Monitoring Report as of 1500H on 23 July 2021, all Electric Cooperatives (ECs) in the affected areas are under NORMAL OPERATION except for flooded areas which were isolated for the safety of the customers. 

 

•There are no ECs which experienced total power interruption; only service drop cut from occasional heavy rainfall in certain areas. Power services are immediately restored when condition improves.

 

 

•As of 9:15 AM report, power services in Meralco franchise area are under NORMAL OPERATION except for the following areas which were de-energized at 9:05 AM due to flooding: Parkplace, Brookside, and Cainta in Rizal with 1,096 affected customers.

 

•All oil facilities are under OPERATIONAL except the following Liquid Fuel Retail Outlets (LFROs) affected by flooding (as of 10:45 AM):

 

-Seaoil - 3 closed stations in San Antonio, Cavite (1) and Cainta, Rizal (2);

-Total - 1 closed station in Bacoor, Cavite

 

•As of 19 July 2021, the industry has enough inventory equivalent to 26.2 days of finished petroleum products (excluding 7.8 days of crude oil) to cover the country's requirements per monitoring of submitted reports of the oil companies. No reported oil supply shortage was received as of to date.
