As Super Typhoon Rolly (international name "Goni") barrels through the country, the energy family remains on full alert and united in ensuring the security of supply and all energy personnel and facilities.
The Department of Energy (DOE)-led Task Force on Energy Resiliency (TFER) is closely coordinating with the National Disaster Risk Reduction Management Operations Center and all energy industry members for timely updates on the weather situation, as well as the status of energy facilities and systems, including emerging problems that may impact the supply of energy in affected areas.
STATUS OF ENERGY LIFELINES
I. POWER SECTOR
A. GENERATION
POWER PLANTS WITH UNPLANNED OUTAGES
• SLPGC 1 (150 MW) on emergency shutdown at 2125H on 31 October due to boiler tube leak.
• Bacman Geothermal Power Plant (140 MW) Units 1 (1 Nov at 0221H) and 3 (31 Oct at 2011H) were put on emergency shutdown as a preemptive measure, while Unit 2 (31 Oct at 2232H) was put on house load.
• Ilijan (1,200 MW) on total plant shutdown at 1035H as a contingency measure to avoid plant damage or sudden diconnection to grid.

Plants in Eastern Visayas Area are in NORMAL OPERATIONS except for the following:

NPC DAM STATUS
The National Power Corporation (NPC) is continuously conducting intensive basin monitoring and analysis, and disseminating pertinent dam discharge warning information to the public and all concerned agencies.
• Ambuklao (Bokod, Benguet) : spilling operation on-going, dam discharge will not cause flooding in the flood warning zone. Bokod Municipality is along the target area of the Dam/Flood Warning Zone.
• Binga (Itogon, Benguet) : spilling operation on-going, dam discharge will not cause flooding in the flood warning zone. Itogon Municipality is along the target area of the Dam/Flood Warning Zone.
• San Roque (San Manuel, Pangasinan) : no spilling operation.
• Angat (Norzagaray, Bulacan) : normal, no spilling operation.
• Caliraya (Lumban, Laguna) : normal, no spilling operation.
• Agus 4 (Lanao del Norte) : spilling operation on-going; dam discharge will not cause flooding in the flood warning zone.
• Lake Lanao (Lanao del Sur) : normal, no spilling operation.
• Pulangi 4 (Maramag, Bukidnon) : spilling operation on-going; dam discharge will not cause flooding in the flood warning zone.
B. TRANSMISSION
The National Transmission Corporation (TransCo) is closely monitoring the status of the grid, and is prepared to conduct a physical inspection of any damage to TransCo facilities.
Meanwhile, the National Grid Corporation of the Philippines (NGCP) has implemented all necessary preparations and precautions to minimize the impact on transmission operations and facilities, as well as the reliability of communications equipment; availability of hardware materials and supplies necessary for the repair of damages to facilities; and the positioning of line crews in strategic areas, to facilitate immediate restoration work.

C. DISTRIBUTION
The National Electrification Administration (NEA) and concerned electric cooperatives (ECs) are closely monitoring the weather system condition through PAGASA, and are closely coordinating on actions to be undertaken for all incidents.

II. OIL SECTOR
Affected Regions: I, II, III, IV-A, IV-B, V, VI, VIII, NCR and CARAGA
There is a sufficient supply of petroleum products based on the Minimum Inventory Requirement (MIR) in the affected regions. This is equivalent to a total of 22 days worth of supplies.

The DOE family will periodically update this Situation Report as we receive developments on the matter.
Rest assured that we are continuously monitoring the situation and we are working together with other energy stakeholders to see to it that our energy facilities remain operational as much as possible.
In the meantime, we urge the public to report any downed utility lines to the proper authorities in their areas. Let us remain vigilant to ensure the safety of our loved ones.
