TASK FORCE ON ENERGY RESILIENCY UPDATE NO. 1: TYPHOON QUINTA (as of 5PM)

With Typhoon Quinta being forecasted to re-intensify and reach its peak intensity within 24 to 48 hours, the entire energy family remains on full alert. 

In this regard, the Department of Energy (DOE) is closely coordinating with the National Disaster Risk Reduction and Management Operations Center, as well as all the members of the energy family for weather updates, and information on the status of energy facilities and systems, or any other emerging problem that may affect energy supply in concerned areas. 

A. POWER GENERATION

No reported outage in grid-connected Luzon Power Plants due to Typhoon Quinta

As of 10:11 AM today, the National Power Corporation has reported the following status of dam operations: 

•Ambuklao – normal operations

•Binga  – Spilling operation is on-going; Dam Discharge will not cause flooding in the flood warning zone

•San Roque – normal operations 

•Angat – normal operations

•Caliraya –normal operations

•Lake Lanao – Spilling operation is on-going; Dam Discharge will not cause flooding in the flood warning zone

•Agus 4 – Spilling operation is on-going; Dam Discharge will not cause flooding in the flood warning zone

•Pulangi 4 – normal operations

B. TRANSMISSION

The National Grid Corporation of the Philippines (NGCP) already implemented the necessary preparations and precautions to minimize the impact on transmission operations and facilities, and is continuing to ensure the reliability of communications equipment, the availability of necessary hardware materials and supplies for the repair of damages to facilities, as well as the positioning of line crews in strategic areas to facilitate immediate restoration work. 

As of 4:00PM today, NGCP has reported the following transmission lines to be unavailable:

•Bolboc-BCWD 13.8kV Line 

Customer affected: Batangas City Water District

Date and Time out: 26 Oct, 0221H

•Batangas-Ibaan-Rosario 69kV Line

Customer affected: BATELEC 2

Date and Time Out: 26 Oct, 0243H

•Batangas-Bauan 69kV

Customer affected: Meralco, First Bay Power (Municipality of Bauan), Prime Water

Date and Time Out: 26 Oct, 0440H

•Dasmarinas-Ilijan 500KV Line

Date and Time Out: 26 Oct, 0620H

•Calaca-Balayan-Nasugbu/Calatagan 69kV Line

Customer affected: Entire town of Balayan, Nasugbu, Tuy, Lian, Calatagan

Date and Time Out: 26 Oct, 0815H

In addition, NGCP has already undertaken inspection and line restoration activities in the affected areas, and will be in full swing as soon as the weather allows. 

It is further noted that loss of power may be caused by affected transmission facilities of NGCP or distribution facilities of electric cooperatives. 

C. DISTRIBUTION

A total of 356,996 customers are still without power service under MERALCO franchise area as of 26 Oct, 1100H.

The National Electrification Administration (NEA) has advised all concerned electric cooperatives to take all appropriate contingency measures to mitigate the impact of potential threats to their respectively electric services to consumers; activate the Emergency Restoration Organization, when needed to immediately implement emergency restoration plans; and continuously monitor weather conditions.

As of 3:00PM today (26 October), the NEA has reported the following status of operations with an estimated cost of damage of PhP1,112,499.72:
