*Location =* 17.64°N, 120.63°E - 003 km N 45° W of Tayum (Abra)

As of 3:00 PM, 27 July 2022, *254* aftershocks ranging from M 1.5 to M 4.7 were recorded, *48* of which were plotted, and *11* were felt. Another 1 Magnitude 5.0 earthquake hit the province of Abra on July 28, 2022, 04:02AM - DOST-PHIVOLCS

1. POWER GENERATION

A. Power Generation Plants

• As of *1100H on 28 July 2022*, all power generation plants are under NORMAL OPERATION including *HEDCOR hydro plants (FLS and Sabangan)* in Mt. Province that went on outage due to the earthquake. *La trinidad Hydro Unit 1 (9.5 MW) in Benguet* went out on 27 July 2022 1729H caused by line correction due to effect of earthquake. Unit was restored at 1903H same day.

• As per National Grid Corporation of the Philippines (NGCP) grid update, there is sufficient level of supply and reserves as of *0600H, 28 July 2022:*

*Luzon Power Situation (NORMAL)*
➢ Capacity: 13,022 MW
➢ Demand: 10,841 MW 
➢ Regulating Reserve: 365 MW
➢ Net Operating Margin: 1,816 MW

B. NPC Dam Status

• As of *1000H on 28 July 2022*, NPC Dams operating in Northern Luzon Area are in *NORMAL OPERATION*.

C. NPC Small Power Utility Group (SPUG)

• As of *1000H on 28 July 2022*, NPC-SPUG plants operating in Northern Luzon Area are in NORMAL OPERATION.

D. IEMOP Market Operation Status Report

• Based on the reports of IEMOP, as of *0900H on 27 July 2022*, the market operation for Luzon is under NORMAL OPERATION.

*2. TRANSMISSION LINES*

• As of *1100H on 27 July 2022*, NGCP reported that restoration works for the remaining Bacnotan-Bulala 69kV line in La Union which tripped at 8:44AM today, following the 7.3-magnitude earthquake that occurred in Lagangilang, Abra.

• The earthquake caused power interruptions affecting the franchise area of LUELCO. Power interruptions were also experienced in parts of Pangasinan, Benguet, Tarlac, and Abra but affected lines were immediately restored. 

• As per 1338H update of NGCP, the normalization of loads came after the energization of the Bacnotan-Bulala 69kV line at 1307H. Initial investigation indicates that a line segment owned and maintained by LUELCO tripped during the earthquake. NGCP assisted the electric cooperative for the restoration of the line.

Lines and facilities serving the National Capital Region are NORMAL and intact.

3. ELECTRIC COOPERATIVES/ DISTRIBUTION LINES/

A. ELECTRIC COOPERATIVES (ECs)

National Electrification Administration (NEA) 

• Based on *NEA’s Power Monitoring Report as of 1000H on 28 July 2022*, there are a total of 33 Electric Cooperatives (ECs) in Regions I, II, CAR, III, IV-A and V that felt the different intensities from the magnitude 7.0 earthquake in Abra.

• Out of the 33 ECs, *eleven (11)* experienced *power interruption* but managed to restore their power services within 24 hours, while the rest of the ECs are in NORMAL OPERATION.

REGION I
➢ INEC (Ilocos Norte) – 23 municipalities energized;
➢ ISECO (Ilocos Sur) - 34 municipalities energized
➢ LUELCO (La Union) – 20 municipalities energized;
➢ CENPELCO (Central Pangasinan) – 15 municipalities energized;
Restored the affected 69 KV insulator along Balingueo to Bautista 69KV 
line;
➢ PANELCO III (Pangasinan) – Correction of cut off overhead ground wire 
at public cemetery, Poblacion, Urdaneta City;

CAR
➢ ABRECO (Abra) – 27 municipalities energized; On-going restoration of 
lateral lines for the remaining household connections;
➢ BENECO (Benguet) - 14 municipalities energized
➢ KAELCO (Kalinga Apayao) - 12 municipalities energized
➢ MOPRECO (Mt. Province) - 12 municipalities energized; On-going 
restoration of lateral lines for the remaining household connections;

REGION III
➢ PELCO II (Pampanga) - 7 municipalities energized
➢ TARELCO I (Tarlac) - 17 municipalities energized

• An initial estimated damage cost of *PHP4,323,000.00* to the distribution facilities of ABRECO, MOPRECO and BENECO was incurred.

B. PRIVATE DISTRIBUTION ULITIES

• As of *27 July 2022 1100H*, there are no private distribution utilities that had tripping.

MERALCO
• On *NORMAL OPERATION* after the tripping of two (2) Malolos 13.8 kV circuits but reclosed successfully.

4. OIL SUPPLY and DOWNSTREAM OIL INDUSTRY (DOI) FACILITIES

A. STATUS OF OIL SUPPLY 

STATUS OF INVENTORY
• As of 1100H on 28 July 2022, no reported oil supply shortage was received as of to date.

*STATUS OF DOI FACILITIES IN LUZON*
• All bulk facilities reported no damage and are operational.
• 98.5% of retail outlets in CAR and Ilocos Region are operational. 
• There are three (3) closed retail outlets in (1) Barona Abra, (1) Ternate Mt. 
province, and (1) Taylan Ilocos Norte.
